Thanks for the info. This time I tried moving the icon in the panel using the mouse to click and drag. The keyboard froze again. Even ctrl-alt-Fn didn't work. My system seemed to survive the power-off-on again, but this time it did a check of the hard drive as it came back on. I guess I won't be modifying that kde panel again for a long time!
