There's a couple of good reasons not to. One is that I'm sure
Frauenhofer would decide to try to charge you per-decode if you set up
that sort of service. The technical reason is that then your output
has both the MP3 and Vorbis audio artifacts, and people who notice
these things think it sounds noticably worse than things encoded with
just one encoder. If you ask on the Vorbis lists apparently they try
to actively discourage you from doing this sort of thing; a couple of
people have proposed adding packages that do just this to Debian in
the past day or two and the reaction on debian-devel has been fairly
negative. You're better off taking your original source material and
re-encoding it.
