A xdm symlink in rcY.d means that xdm starts at runlevel Y.  This has
nothing whatsoever to do with which tty you see xdm on.  This is
important:

    VT (tty) number != runlevel

The only association between ttys and runlevels is that not all ttys are
available at all runlevels.  A default Debian installation will not show
you xdm on all your ttys, at any runlevel.

Under what circumstances, precisely, do you see xdm on all your VTs?
