sslwrap difficulties-seeking advice on filing a bug report-the package won't install

I've been unsuccessfully trying to install sslwrap, and have been
getting the following errors:

# apt-get install sslwrap
Reading Package Lists... Done
Building Dependency Tree... Done
Sorry, sslwrap is already the newest version.
0 packages upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
1 packages not fully installed or removed.
Need to get 0B of archives. After unpacking 0B will be used.
Setting up sslwrap (2.0.6-5) ...
Missing certification file, /etc/sslwrap/server.pem!
dpkg: error processing sslwrap (--configure):
subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
 sslwrap
E: Sub-process /usr/bin/dpkg returned an error code (1)

Doing a dpkg-reconfigure sslwrap gives me this:

# dpkg-reconfigure sslwrap
/usr/sbin/dpkg-reconfigure: sslwrap is not fully installed

And finally, trying to get an apt-get remove --purge sslwrap gives me
the following:

# apt-get remove --purge sslwrap
Reading Package Lists... Done
Building Dependency Tree... Done
The following packages will be REMOVED:
  sslwrap*
0 packages upgraded, 0 newly installed, 1 to remove and 0 not upgraded.
1 packages not fully installed or removed.
Need to get 0B of archives. After unpacking 147kB will be freed.

Removing sslwrap ...
Missing certification file, /etc/sslwrap/server.pem!
dpkg: error processing sslwrap (--purge):
subprocess pre-removal script returned error exit status 1
Missing certification file, /etc/sslwrap/server.pem!
dpkg: error while cleaning up:
subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
 sslwrap
E: Sub-process /usr/bin/dpkg returned an error code (1)

The only file present under /etc/sslwrap is called debian_config

Renaming debian_config, or even renaming /etc/sslwrap entirely only
gives me other unrecoverable errors. I'm apparently stuck with a broken
package on my system, and can neither install or remove it. I think
this is a bug that should be filed with the grave severity tag, but
wanted to make sure. I also am posting to see if perhaps there is
something wrong with the configuration on my machine, so as not to waste
the time of the sslwrap packager. Thanks for any help you can offer.
