Since you just want the .config, download kernel-image-2.4.18-i386_2.4.18-5.tar.gz (in the same directory as the package kernel-image-2.4.18-686 is downloaded from), then untar it. The config for 2.4.18-686 is kernel-image-2.4/config/686.
