His statement doesn't imply that dselect and aptitude supersede command-line apt, but that they avoid the confusion of ignored Recommends: and Suggests: fields when upgrading your system. Also, I think the only way one tool can be infinitely more usable than another is if the latter is entirely unusable, which simply isn't the case.
