Can you telnet to the above IP (or any of the others listed for hotmail)
on port 25 from your mail server?

I'm making an absolute guess, based just on the error message, but what
are the permissions on the /var/spool/exim/db/retry.lockfile? Looks like
uid 8 and gid 8 (which on my system are both "mail") are not allowed
access to the given file.
