"apt-cache search html editor" brings up a bunch of packages.  Probably
the most relevant are amaya (amaya-common, amaya-gtk, amaya-lesstif),
august, bluefish, peacock, psgml (an emacs package), quanta, scite, and
screem.  There's also the composer component of Netscape Communicator
4.x, and the editor in mozilla (which I think is still called composer).
I use psgml, but your daughter may not like it.  All the others seem to be
fairly WYSIWYG (about as much as WYSIWYG can get on the web), and easy
to learn.

But make sure you make your daughter at least look over (if not fully
read) the HTML 4 and CSS specs, and make sure that she visits
validator.w3.org often.
