yes, it is a script.... I finally found the file for that icon at
~/.kde/share/applnk/Netscape.kdelnk and discovered that there
/usr/local/netscape/netscape was being referenced (I think I recall that
being the answer to 'which netscape' a year or so ago) and I manually
editted the 'Exec=' line to read /usr/bin/X11/netscape instead

netscape now only runs once...

I still don't know why the menu editor didn't seem to have access to
any more than the name and comment fields... maybe something to do with
the menu item having originally been created in kde (as opposed to kde2)?

well, anyways, netscape works now, I'm happy :)
