i installed 3.3p1 on 2 woody systems sofar, and have not had this
error. i checked the postinst/preinst scripts for ssh and it does
call adduser with --no-create-home, i checked adduser's help
(adduser --help) and it listed -no-create-home as an option on
woody. same for potato, i only have it on 1 potato systems the
rest are firewalled off now.

so my guess would be check your adduser script/program, perhaps
reinstall the adduser package
