Fetching changelogs?

What is the current address for fetching packages' changelogs?

I tried e.g. 

     http://cgi.debian.org/cgi-bin/get-changelog?package=aptitude

but got 

    The  requested  URL  /cgi-bin/get-changelog  was  not  found on this
    server
