Your problem is in PATH.

I'v installed/compiled KDE3 in /opt/kde3, and if i start 
/opt/kde3/bin/startkde without changing the path, i'v got the same error.

Do a 
export PATH=/opt/kde3/bin:$PATH
export KDEDIR=/opt/kde3
