X won't start after cp to new drive

I installed a new harddrive and copied all directories
via cp -a home usr etc ...

Now X won't start as a user. X WILL start as root.
I checked the Xwrapper and it has the allowed-users=console
line in it.

I can rescue root=/dev/hdb1 to the old drive and start X fine
as a user.

The permissions in home for GNUstep seem fine.

Any ideas why this is happening?

Lance
