There are a bunch of missing dependencies, etc. See http://bugs.debian.org/cgi-bin/pkgreport.cgi?src=cocoon2&repeatmerged=yes Unfortunately, there may not be much hope for getting the package fixed any time soon. It was given up for adoption by the maintainer some time last week, so unless someone else steps up to maintain it, it'll remain buggy.
