You looked in exactly the right places.  FHS says (4.11.1):

<quote>
The /usr/share hierarchy is for all read-only architecture independent data
files.
</quote>

Which is clearly where documentation should go.

The symlinks are a transition mechanism, described in the Debian Policy
Manual:
