ucbmpeg and mpeg_encode (woody)

I did 
	apt-get install cthumb

which removed ucbmpeg, which removed mpeg_encode, which is a pain. I've tried 
reinstalling ucbmpeg but it says:

Package ucbmpeg has no available version, but exists in the database.
This typically means that the package was mentioned in a dependency and
never uploaded, has been obsoleted or is not available with the contents
of sources.list
E: Package ucbmpeg has no installation candidate

How can I get mpeg_encode back?
