I think a symlink would be better as well, but Debian doesn't do it for
some reason:
$ ls -li /etc/localtime /usr/share/zoneinfo/US/Pacific
152487 -rw-r--r-- 1 root root 1017 Mar 31 10:27 /etc/localtime
38530 -rw-r--r-- 4 root root 1017 Mar 24 08:59 /usr/share/zoneinfo/US/Pacific
$ diff /etc/localtime /usr/share/zoneinfo/US/Pacific
