Yeah, you really need a /var/lib/dpkg/status for dpkg to work. You
should check for a /var/lib/dpkg/status-old and copy it over. Failing
that, use the newest backup of that file from /var/backups/, or from
your real system backup (you do keep incremental backups, right?). 

Bear in mind that if you are forced to use a rather old ststus file,
dpkg may not know about all the software you have installed, and it may
think you have older versions of some of it than you really do.
