Recompile --with-ipv4-default, and/or file a bug report. (What you see
is mentioned in OpenSSH INSTALL file.)

Because making it run-time configurable will probably cause more trouble 
than it's worth? Because if GNU project is unable to produce a non-b0rked
libc, that's not an SSH problem?
