bug in textutils ?

Hi
I just found something peculiar with "head" in debian unstable

textutils version 2.0-12

head -21 gives the first 21 lines as expected, but
head -22 gives the first 23 lines, ie. one extra,
and it seems that values above 21 gives an extra line.

Is this a known bug (or maybe a feature :-)
