Alternate interface, for kicks:

  # sysctl net.ipv4.tcp_ecn

tells you the current value, 0 or 1.

  # sysctl -w net.ipv4.tcp_ecn=0

set TCP ECN to 0.

To disable TCP ECN on every boot, edit /etc/sysctl.conf and add the
line:

  net.ipv4.tcp_ecn = 0
