That listed some errors, so I ran pwck and cleared most of them up.

This was the real culprit, as both files existed. RM'd both files and
problem is gone. :)
># grep nologin /etc/init.d/*

Nothing in the init.d directory, imagine all it takes is the presence of the
other two files in the etc directory.
