AFAIK you can't, not directly. You can make such settings permanent by
putting them in your ~/.Xresources, e.g.
	XTerm*eightBitInput: true
	XTerm*eightBitOutput: true
	XTerm*saveLines: 250
	XTerm*scrollBar: true
	XTerm*ScrollTtyOutput: true
