to increase from 4.36mb/sec just set your DMA mode
hdparm -d1 /dev/hdc
- also check that you ide cable is "good" ??
- get a ata-100-rated 1' cable...
( NOT the 3' cables though it works sometimes
( if you are getting seek/crc errors either your
( cable is bad or your disk is dying

- backup your data to a different hd before it dies
-
- also be sure that you only have the same speed devices
on the ide cables...
- do NOT mix dma-33 with dma-100 devices
