What's your goal?  Disable gettys to vc  1-7 will do the trick.  Pam
probably lets you disable console logins to all but root, but IMO that's
bass-ackwards -- better to allow a user login, then su/sudo to root.

Though if you've got console, you can set your init process to bash and
undo virtually anything.
