libx contains the library binary that a binary application that uses it links 
to dynamically at run time

libx-dev contains the include header files that the link stage of turning a 
source program into a binary needs in order to resolve the references to the 
routines held within the library.  Typically you are doing a "make" at this 
stage.

Since the dev version is only needed if you are going to build from source 
debian has two parts to each library.  Normally you only need the stardard 
part - but you need the other when you are building from source.
