php4 on woody

I've checked the archives, and the docs that came with the php4 package,
but this one has me stumped. I can run php as a cgi via mod_action, but
if I uncomment the php4_module line in httpd.conf, I get an error
message
that the docs (/usr/share/doc/php4/README.Debian.gz) say occurs on
occasion:

PHP Fatal error: Unable to start session mm module in Unknown on line 0

and the server fails to start (obviously).

I've checked and there is no /tmp/session_mm.sem and /tmp is (of course)
world writeable. The error does not occur for me with the cgi version.

I'd rather run it as an apache module if possible, has anyone else run
into this? (The php modules aren't yet enabled in php.ini)
