Try setting it to your locale, and see if it makes any difference. If
you want to set it for vim only, the "lang" command can be used in
your .vimrc. (Note: if you set $LANG in any shell environments, then
run gnome-session and launch gvim from the panel, it will not inherit
that setting. (I imagine if it was a system-wide setting it would,
but I haven't tried that))

Apparently that isn't so in my system. (Joey : thanks for the
additional information)
Interestingly enough, the console on the laptop at work uses dead keys
for some reason. If I type, eg, "c I get a c with dots on it (sorry,
I can't input it now and I don't know the hex value). I have no idea
why or how it got set that way. At least I know what is going on when
I use the console, though it takes some getting used to.
