I believe I know what the problem is.
Try connecting with 'ssh -1 hostname'.
You are probably trying to connect to a host that is using SSH1 protocol.

One more thought.  Are all these machines using OpenSSH?
I have had this problem when I try to connect to a machine using the commercial SSH from one using OpenSSH, and the way I get around it is to use password authentication, because I have been unable to get commercial SSH to accept my passphrase.
