That is not entirely true.  Any service can be configured with tcp
wrappers support.  sshd in debian, for example, is built with tcp
wrappers support, so /etc/hosts.{allow,deny} work, even though it's not
started by inetd.

wu-ftpd, however, may not have tcp wrappers support, so the only way to
achieve that kind of functionality is either by starting it via inetd or
by using iptables/ipchains.
