latin1.kmap on ppc damaged?

Hello,

after installing the debian rev4 with 2.2.19 kernel, i could not use the 
german latin1.kmap. Only the ext2.de.kmap works fine. Is this a known 
problem? Machine is a PPC 6400

I tried it several times to install the latin1.kmap, i did not get any 
fault it is just unusable to use it.

I tried also to search the bug list.
