How to get .changes-Files for debs

Hello!

Debarchiver requiere .changes-Files to do the sorting of new uploaded packages.

I can create the files using dpkg-genchanges when compiling a source package. 
But wehre do I get these when uploading binary pakcage onto my loacl debian 
archiv.

E.g. I would like to use the latest mozilla version with woody so I download the 
deb and copied them into /var/lib/debarchiver/incoming... But debarchiver 
doesn"t handle these packages because the .changes-Files are missing.
