Or use the CPAN module to download, build, test, install these
packages.  The interface leaves a little to be desired, but it
does have some dependency checking.  Start with 
$ perl -MCPAN -e "shell"
to configure default behaviour and what servers to use.  Once
that's finished, "install Text::CSV_XS" from the cpan prompt.
