It's probably some bug in whiptail, or dialog, or newt, or ncurses. You
can try installing whiptail (if you have only dialog installed), or
installing dialog and setting and exporting FORCE_DIALOG=1 to make
debconf use it in preference to whiptail, and see if one or the other
does better.

Or you can switch to a different debconf frontend, like the readline
frontend, which will not have this problem I'm sure.
