No need for dialout.  You do know that he needs to log out and back in for
the changes to takes effect, I assume.

Please post the out of 

  ls -l /usr/bin/pon /usr/bin/poff /usr/sbin/pppd

and

 ls -ld /etc/chatscripts /etc/ppp /etc/ppp/peers

and

 ls -l /etc/ppp /etc/ppp/peers
