I found the reason, that is some permission in /etc/ppp is not right . Anyway I wont use xisp, it is silly that it requires to create in /etc/ppp/peers/xisp_ttyXX by hand so what is the point of ease of use? If I counld do that I would rather use my own way of dialling.
