I added reverse DNS entries for the address range I was working with. The
entries had not been there for different reasons, we are not the master for
this address range, or the address range is bogus (10.1.1.1)... anyway I
added the entries to our DNS server and it's all working.
Note: The reason I went in this direction for a solution is that even after
adding entries in /etc/hosts to solve the problem, by experimenting with
nslookup I found that nslookup will ignore the /etc/host.conf settings and
go ahead and do a DNS lookup first instead of relying on /etc/hosts. Or
maybe it is going ahead and doing a DNS lookup anyway. Either way I'm
guessing that these products that I'm having problems with are built on the
same libraries that nslookup uses so they all want to blindly do DNS lookups
all the time. Or not, just a guess.

SSL is on one of the servers, but is not an issue here. The problem can be
duplicated on several boxes without any SSL involvement.
I'm starting to wonder if there is a reverse DNS lookup happening that is
waiting for a timeout before continuing. The source address is listed in my
/etc/hosts file, but I don't think it will be in a DNS reverse lookup...

Are you using any ssl authentication in there?
if the server isn't getting enough chaos from the keyboard and mouse then it
can slow authentication right down while it waits to build more up
