Don't. Use ssh for remote root login, it is far more secure.

But if you are on a local trusted LAN and still want to continue, you can
log in as a normal user and su to root. If you still want to log in as
root directly (really a bad idea), add these lines to /etc/securetty:
pts/0
pts/1
pts/2
...

(but it could be ttyp0, ttyp1, I am not sure. Do a 'who' on the computer
you telnet to).
