well theres nothing special about this file. If you dont have it, the most it can happen is that some modules are not loaded. The file /etc/modules has in it ( one per line) the modules names of the modules which you want to load automatically at startup. Do you have any problem about unloaded modules? if so, create /etc/modules. Besides the modules names, theres only some comments about what's the usefulness of this file.
