RE: apt-get error
It looks like my problem lies pretty deep because
#which ldconfig
returns nothing and a search also turns up empty. Is it time to
reinstall?

is ldconfig in your path? try something like:
# which ldconfig
/sbin/ldconfig
# env | grep :/sbin:
and see if it's in your path.
