They shouldn't be owned by user root, but by user man:

I'm not sure what caused the permissions to be that way originally
(can't have been any vaguely recent version of man-db, as none of them
run with root privileges ...). man-db can certainly work around it,
though; if nothing else I can 'chown -R' that directory in the postinst.

That'll be the same cause.

Thanks - I'll file a bug and see if I can squeeze in a fix before the
base system freezes. 'chown -R man /var/cache/man' will fix your problem
for now.
