it doesn't have to be window manager, it's just any program that you
want to start and when that progam exists, X server will exit as well.
typically it's a window manager or a session manager (see how the
default X startup scripts for debian - if there is no session manager,
they start window manager, if there is no window manager they start
terminal emulator, see
/etc/X11/Xsession.d/50xfree86-common_determine-startup).
