Have you created a PostgreSQL user called "bob"?
When PostgreSQL is installed, there is only one user, "postgres" and
(in potato) the access policy (in /etc/postgresql/pg_hba.conf) is
open.
So either connect to psql calling yourself postgres:
$ psql -u
Username: postgres
Password: (leave it blank)
template1:-> CREATE USER bob;
or else do it from the command line:
$ su
Password: root password
# su - postgres
$ createuser bob
Do check the respective manual pages:
man create_user
and
man createuser
