	Just prepare the tree with the packages that you want (and
	also with the hierarchy necessary -- if you already have a
	bunch of deb files, use apt-move to create the tree in the
	appropriate format), copy the bootdisks tree to an appropriate
	place on the tree (see an older Debian install CD as a hint)
	and create the image file with mkisofs taking care to indicate
	the -b and -c options (these are the important options to
	create a bootable CD).

	I have never used the debian-cd package, but I guess that it
	would just use the steps above in an automated fashion.
