exim: root@localhost not delivered

Why does exim (on my potato) not deliver mails to root@localhost?

I have some mail to root@localhost in /var/spool/exim/input.
This mail does not get delivered doing (as root):
/usr/sbin/exim -qf


I read in /var/spool/exim/msglog/  [line breaks inserted]

ls -l /var/spool/
lrwxrwxrwx    1 root     root            7 Oct 21  2000 mail -> ../mail
