Duh ... after a bit more thought I installed the kernel-doc package
and it is there, as
/usr/share/doc/kernel-doc-2.4.6/Documentation/Changes.gz  FYI it says

Thanks for the pointer in the right direction.

BTW, where are those qoutes found regarding kernel swap issues that
were posted earlier?
