pscp from PuTTY will fir on a floppy disk.  It you can get a DOS prompt you
can run it just like normal scp:

C:\>a:\pscp.exe tony@shell.my.domain:~tony/file.zip c:\temp

Will create a file c:\ but that can be deleted when you're done.
Doesn't require any kind of "installing".
