install appropriate entries into /etc/sudoers (assuming that 'sudo'
is installed:

User_Alias      SHUTDOWNERS = <comma-separated list of users, or 'ALL'>

Cmnd_Alias      SHUTDOWN = /sbin/shutdown /sbin/halt /sbin/reboot

SHUTDOWNERS     ALL = NOPASSWD: SHUTDOWN
