OK, this RTFM is actually a little obscure:

man CPAN

Not too many manpages need capital letters. I always try it with lower case
letters before I remember to cap it :).

That said, Joey Hess ( who's reported to know just a little bit about Debian
and how it works :) recently posted the following advice on this list:

   If the module is not packaged (about 270 are), the next best thing is to 
   use the dh-make-perl, which can build debian packages on the fly out of  
   CPAN.                                                                    
                                                                                
   I don't reccommend using CPAN for installing stuff on Debian systems.    
   It's too smart for its own good.
