This doesn't seem to be the problem:

[15:03:40 heblatex]$ TEXMF=/var/lib/texmf/:./:../hebfonts/: elatex hebrew.dtx
This is e-TeX, Version 3.14159-2.1 (Web2C 7.3.1)
I can't find the format file `elatex.efmt'!
